Educator Development Strategy

Launch of the Policy for Approving and Recognising Medical and Dental Trainers in Health Education England - Thames Valley (formerly the Oxford Deanery), (excluding General Practice)

During 2011 the General Medical Council (GMC) held a consultation on the Approval and Recognition of Trainers, which led to the publication of the regulator’s Implementation Plan in August 2012.
 

Image of a teacher in a classroomThe GMC has acknowledged that many educators had little recognition (including paid time) of the essential work they do to support trainee doctors during their postgraduate training, and that this needed a remedy. The advent of Health Education England (HEE) and the birth of the Local Education and Training Boards (LETBs), brought doctors and Trust Chief Executives together to ensure high quality training for all health professionals in their area.

The Postgraduate Medical Education section of Health Education England - Thames Valley (HEE TV) (formerly known as the Oxford Deanery), led by Miss Jane Siddall, Associate Dean for Educator Faculty Development, has written a policy which describes the function of each type of educator, what training (s)he requires to do the job, how much time this takes and how it should be built into job plans, and what the role encompasses. This policy was ratified by the Deanery Executive in 2012 and was written with the input of a variety of senior clinical staff, including Dental, Heads of Specialty Schools and other Associate Deans. It was widely disseminated to Trust Directors of Education (DMEs), Medical Education Managers and Chief Executives, among others.

The purpose of this policy is to ensure a uniformity of mandatory training across all Schools and Trusts, whilst allowing for specialty specific training around e-portfolio and workplace-based assessments. The requirements are not onerous, starting with there being a three year cycle to keep up to date. All doctors who have contact with trainees will need to complete a short, on-line package for Equal Opportunities and Diversity.


Mandatory training for educational and clinical supervisors

In August 2012 the GMC set out a timescale for the implementation and delivery of a training programme for career grade doctors in secondary care supervising the training of both undergraduate and postgraduate trainees. From August 2016 only those doctors who have completed a recognised training programme will be allocated as Educational Supervisors for trainees in HEE Thames Valley training programmes. All supervisors, both named clinical and educational, will be required to register for the online Education Supervision resources available within HEE TV

For convenience training is provided locally by HEE TV at no cost to its educators with local faculty members to deliver the workshop component. This is a two step programme  of an online module and a one day workshop to achieve initial local approval, which is valid for three years. All staff who are described as Educational Supervisors must complete the online workbook before attending a six hour workshop where there will be closely facilitated small groups exploring and working through challenging situations and managing difficult conversations. 

There will be pre and post workshop questionnaires to complete for accreditation as a trainer. Workshops will continue to be delivered in Trust Postgraduate Centres wherever possible, but due to the demand on the Centres there may be a need for workshops to be held at local hotels / conference venues.

If a school needs to arrange its own additional session around navigating the e-portfolio or changes to assessment tools used by the parent Medical Royal College, we can help with venue booking and covering modest refreshment costs only (half-days will not have lunch provided). However it should be noted that educational supervisors will still need to attend the one-day HEE TV workshop. Educational Appraisal

All doctors engaged in education as part of their scope of practice should be able to demonstrate achievement and some CPD in their annual appraisal. The document below suggest the types of material consultants may wish to use to show activity in supervising trainees, and is mapped to all four GMC domains for ‘Good Medical Practice’. 

TPDs and Heads of School should collect evidence to support all four domains for their annual review with HEE TV, and include this review in their appraisal by the main employer.
